Q1. Explain the major
outcomes of Earth Summit.
The Earth
Summit, officially known as the United Nations Conference on Environment and
Development (UNCED), was held in Rio de Janeiro, Brazil, in June 1992. It was a
landmark event in international environmental diplomacy, bringing together
world leaders, policymakers, and activists to address pressing global
environmental and development challenges. The summit produced several
significant outcomes:
Rio Declaration on Environment and Development: This declaration outlined 27 principles intended to guide sustainable development efforts worldwide. It emphasized the interconnectedness of environmental protection and socioeconomic development, calling for integrated approaches to address environmental issues while promoting economic growth and poverty alleviation.
Agenda 21: This
comprehensive action plan for sustainable development was adopted by 178
governments at the summit. Agenda 21 outlined strategies for addressing a wide
range of environmental and development issues, including biodiversity loss,
climate change, pollution, poverty, and unsustainable consumption patterns. It
called for coordinated efforts at the local, national, and international levels
to achieve sustainable development goals.
Convention on
Biological Diversity (CBD): The Earth Summit led to the adoption of the CBD, an
international treaty aimed at conserving biodiversity, promoting sustainable
use of biological resources, and ensuring the fair and equitable sharing of
benefits arising from genetic resources. The CBD has since become one of the
key instruments for global biodiversity conservation and has been ratified by
most countries.
United Nations
Framework Convention on Climate Change (UNFCCC): The summit also led to the
establishment of the UNFCCC, which aims to stabilize greenhouse gas
concentrations in the atmosphere to prevent dangerous human interference with
the climate system. The UNFCCC has facilitated international cooperation on
climate change mitigation and adaptation efforts, including the negotiation of
the Kyoto Protocol and subsequent climate agreements.
Declaration on
Forests: The Earth Summit produced a non-binding declaration on forests,
highlighting the importance of sustainable forest management for environmental
conservation, poverty reduction, and economic development. While the declaration
lacked binding commitments, it raised awareness about the need to address
deforestation and forest degradation at the global level.
Establishment
of the Commission on Sustainable Development (CSD): The Earth Summit led to the
creation of the CSD, a high-level UN body tasked with monitoring and promoting
the implementation of Agenda 21 and other sustainable development commitments.
The CSD provided a forum for governments to review progress, share experiences,
and strengthen international cooperation on sustainable development issues.
