1. Briefly describe the main approaches to nationalism.

Nationalism, ideology based on the premise that the individual’s loyalty and devotion to the nation-state surpass other individual or group interests. This article discusses the origins and history of nationalism to the 1980s. For later developments in the history of nationalism, see 20th-century international relations; European Union; and Euroskepticism.

The modern nature of nationalism

Nationalism is a modern movement. Throughout history people have been attached to their native soil, to the traditions of their parents, and to established territorial authorities, but it was not until the end of the 18th century that nationalism began to be a generally recognized sentiment molding public and private life and one of the great, if not the greatest, single determining factors of modern history. Because of its dynamic vitality and its all-pervading character, nationalism is often thought to be very old; sometimes it is mistakenly regarded as a permanent factor in political behaviour. Actually, the American and French revolutions may be regarded as its first powerful manifestations. After penetrating the new countries of Latin America, it spread in the early 19th century to central Europe and from there, toward the middle of the century, to eastern and southeastern Europe. At the beginning of the 20th century, nationalism flowered in Asia and Africa. Thus, the 19th century has been called the age of nationalism in Europe, while the 20th century witnessed the rise and struggle of powerful national movements throughout Asia and Africa.

Nationalism, translated into world politics, implies the identification of the state or nation with the people—or at least the desirability of determining the extent of the state according to ethnographic principles. In the age of nationalism, but only in the age of nationalism, the principle was generally recognized that each nationality should form a state—its state—and that the state should include all members of that nationality. Formerly states, or territories under one administration, were not delineated by nationality. People did not give their loyalty to the nation-state but to other, different forms of political organization: the city-state, the feudal fief and its lord, the dynastic state, the religious group, or the sect. The nation-state was nonexistent during the greater part of history, and for a very long time it was not even regarded as an ideal. In the first 15 centuries of the Common Era, the ideal was the universal world-state, not loyalty to any separate political entity. The Roman Empire had set the great example, which survived not only in the Holy Roman Empire of the Middle Ages but also in the concept of the res publica christiana (“Christian republic” or community) and in its later secularized form of a united world civilization. As political allegiance, before the age of nationalism, was not determined by nationality, so civilization was not thought of as nationally determined. During the Middle Ages, civilization was looked upon as determined religiously; for all the different nationalities of Christendom as well as for those of Islam, there was but one civilization—Christian or Muslim—and but one language of culture—Latin (or Greek) or Arabic (or Persian). Later, in the periods of the Renaissance and of Classicism, it was the ancient Greek and Roman civilizations that became a universal norm, valid for all peoples and all times. Still later, French civilization was accepted throughout Europe as the valid civilization for educated people of all nationalities. It was only at the end of the 18th century that, for the first time, civilization was considered to be determined by nationality. It was then that the principle was put forward that people could be educated only in their own mother tongue, not in languages of other civilizations and other times, whether they were classical languages or the literary creations of other peoples who had reached a high degree of civilization.

Cultural nationalism

From the end of the 18th century on, the nationalization of education and public life went hand in hand with the nationalization of states and political loyalties. Poets and scholars began to emphasize cultural nationalism first. They reformed the mother tongue, elevated it to the rank of a literary language, and delved deep into the national past. Thus, they prepared the foundations for the political claims for national statehood soon to be raised by the people in whom they had kindled the spirit.

Before the 18th century there had been evidences of national feeling among certain groups at certain periods, especially in times of stress and conflict. The rise of national feeling to major political importance was encouraged by a number of complex developments: the creation of large centralized states ruled by absolute monarchs who destroyed the old feudal allegiances; the secularization of life and of education, which fostered the vernacular languages and weakened the ties of church and sect; the growth of commerce, which demanded larger territorial units to allow scope for the dynamic spirit of the rising middle classes and their capitalistic enterprise. This large unified territorial state, with its political and economic centralization, became imbued in the 18th century with a new spirit—an emotional fervour similar to that of religious movements in earlier periods. Under the influence of the new theories of the sovereignty of the people and of individual rights, the people replaced the king as the centre of the nation. No longer was the king the nation or the state; the state had become the people’s state, a national state, a fatherland, or a motherland. State became identified with nation, as civilization became identified with national civilization.

1. Critically examine the working of the federal system in India.

Federal System In India - As you may have found, whenever there is a discussion on the nature, structure and processes of the political system in India, it is said that India is a federal state. There are generally two types of states in the world. The state that has only one government for the entire country, which is known as a unitary state. The United Kingdom has a unitary system. But there are states like the United States of America and Canada which have governments at two levels: one at the central level and the other at the state level.

Characteristics of the Indian Federal System 

1. Two-tier Government:

You must have heard that there are two sets of government created by the Indian Constitution: one for the entire nation called the union government (central government) and another for each unit of State, called the State government. Sometimes, you may also find the reference of a three-tier government in India, because besides the Union and State governments, local governments-both rural and urban- are also said to constitute another tier. But constitutionally India has a two-tier government. The Constitution does not allocate a separate set of powers to the local governments as these continue to be under their respective State governments. 

2. Division of Powers:

Like other federations, both the Union and the State governments have constitutional status and clearly identified area of activity. The Constitution clearly divides the powers between the two sets of governments, so that the Centre and the States exercise their powers within their respective spheres of activity. None violates its limits and tries to encroach upon the functions of the other. The division has been specified in the Constitution through three Lists: the Union List, the State List and the Concurrent List. The Union List consists of 97 subjects of national importance such as Defence, Railways, Post and Telegraph, etc. The State List consists of 66 subjects of local interest such as Public Health, Police, Local Self Government, etc. The Concurrent List has 47 subjects such as Education, Electricity, Trade Union, Economic and Social Planning, etc. On this List, both the Union government and State governments have concurrent jurisdiction. However, the Constitution assigns those powers on the subjects that are not enumerated under Union List, State List and Concurrent List to the Union government. Such powers are known as Residuary Powers. If there is any dispute about the division of powers, it can be resolved by the Judiciary on the basis of the constitutional provisions.

3. Written Constitution:

As we have earlier seen, India has a written Constitution which is supreme. It is also the source of power for both the sets of governments, the Union and the State. These governments are independent in their spheres of governance. Another feature of a federation is the rigid constitution. Although the Indian Constitution is not as rigid as the US Constitution, it is not a flexible constitution. As mentioned earlier, it has a unique blend of rigidity and flexibility. 

4. Independence of Judiciary:

Another very important feature of a federation is an independent judiciary to interpret the Constitution and to maintain its sanctity. The Supreme Court of India has the original jurisdiction to settle disputes between the Union and the States. It can declare a law as unconstitutional if it contravenes any provision of the Constitution. The judiciary also has the powers to resolve disputes between the Union government and the State governments on the constitutional and legal matters related to the division of powers.

In view of the above provisions, the Indian system appears to have all the features of a federal system. But have you gone through a statement which says that “India is federal in form but unitary in spirit”? In fact, the Indian federal system has a strong Union government. This was deliberately done in the context of the prevailing situation on the eve of independence and in view of the socio-political situations. Apart from India being a vast country of continental dimensions, it has diversities and social pluralities. The framers of the Constitution believed that we required a federal constitution that would accommodate diversities and pluralities. But when India attained independence, it was faced with challenges like maintaining unity and integrity and bringing about social, economic and political change. It was necessary for the Centre to have such powers because India at the time of independence was not only divided into Provinces created by the British but it also had more than 500 Princely States which had to be integrated into existing States or new States had to be created. In fact, the Central government has been made strong deliberately. Besides the concern for unity, the makers of the Constitution also believed that the socio-economic problems of the country needed to be handled by a strong central government in cooperation with the States. Poverty, illiteracy, social inequalities and inequalities of wealth were some of the problems that required unified planning and coordination. Thus, the concerns for unity and development prompted the makers of the Constitution to create a strong central government. Let us look at the important provisions that have created a strong central government: 

1. The First Article of the Constitution itself hints at the Indian federal system is different. It states that India shall be “a Union of States' '. Nowhere does the Constitution describe India as a federal state. The Central government has sole power in the territory of India. The very existence of a State, including its territorial integrity, is in the hands of the Parliament. The Parliament is empowered to ‘form a new State by separation of territory from any State or by uniting two or more States. It can also alter the boundary of any State or even its name. However, the Constitution provides some safeguards. The Central government must secure the view of the concerned State legislature on such decisions.

1. Explain the role of UN in the current world order.

Following military defeats in Syria and Iraq, IS shifted its attention to the Sahel, with deaths from terrorism rising ten times in the region since 2007. The Sahel has become the new epicentre of terrorism. Terrorism in the region is compounded by high population growth, lack of adequate water and food, climate change and weak governments. Adding to the complexity, many criminal organisations are representing themselves as Islamic insurgencies.

The annual Global Terrorism Index, now in its ninth year, is developed by leading international think tank the Institute of Economics and Peace (IEP) and provides the most comprehensive resource on global terrorism trends. The GTI uses a number of factors to calculate its score, including the number of incidences, fatalities, injuries and hostages, and combines it with conflict and socio-economic data to provide a holistic picture of terrorism.

The Index shows that terrorism is becoming increasingly concentrated, contracting into countries already suffering from violent conflict. Conflict zones accounted for 97% of all deaths. The ten countries most affected by terrorism are all in conflict zones. Only 44 countries recorded a death from terrorism in 2021, compared to 55 countries in 2015.

The largest increase in terrorism was in Myanmar, where deaths rose 23 times from 24 to 521, followed by Niger, where deaths doubled, increasing from 257 in 2020 to 588 in 2021. Mozambique had the largest drop in terrorism deaths, falling by 82% to 93. The success was largely driven by counter-insurgency operations against IS by Mozambican forces, with support from Rwanda and the Southern African Development Community.

Seventy years ago the world witnessed the conclusion of two months of intense multilateral diplomacy, with the signing of the Charter of the United Nations. In one of the defining acts of the twentieth century, representatives of 50 countries endorsed the formation of an international organization created in the hopes of preserving peace and building a better world for all. Encapsulated in the opening words of the Preamble of the Charter, “We the peoples…” is a promise to humanity that the United Nations and its Member States have strived to uphold for the last seven decades. As we mark this important anniversary of the founding of the United Nations, we should take a moment to reflect on all that has been accomplished, and the work that is ahead of us. Certainly, the United Nations has strived and continues to strive for humanity’s progress and well-being. The work of the United Nations impacts people around the world on issues related to peace and security, development and human rights; from disarmament to efforts to combat terrorism and extremism; from conflict prevention to peacekeeping and peacebuilding; from disease prevention to the promotion of gender equality and universal education; from refugee resettlement to humanitarian assistance; from the rule of law to the fight against transnational crime.

Yet, given the fundamental ways in which the world has changed over the last seven decades, there is a clear need to reform the United Nations and its principal organs. One needs to look no further than the exponential growth of the membership of the Organization; from 50 countries in 1945 to 193 countries today. The United Nations needs to transform itself in line with current geopolitical realities to maintain its relevance and improve its effectiveness. The General Assembly needs to be revitalized. The Security Council needs to be reformed. And the Economic and Social Council needs to be reinvigorated. Furthermore, the relationship between the General Assembly and the Security Council needs to be strengthened. As we celebrate the 70th anniversary of the founding of the United Nations, we have an unprecedented opportunity to improve the everyday lives of people around the world, by putting “people at the centre of all we do”. In a year when the world’s attention is focused on the future, three important processes are underway that will seek to improve the daily lives of people around the world.

The adoption of an ambitious and transformative post-2015 development agenda, the Third International Conference on Financing for Development in Addis Ababa in July 2015 and the agreement on a new universal and legally binding climate change agreement this December in Paris will be monumental milestones towards improving the livelihoods of people around the world. As we celebrate this important anniversary and reflect on the role of the United Nations, we should feel heartened by all that has been achieved. From supporting the major decolonization efforts across Africa and Asia to providing a critical platform for discourse throughout the cold war; from eradicating extreme poverty and hunger to addressing the pressing challenge of climate change; the United Nations has been at the forefront of efforts to ensure a secure, prosperous and equitable world. As we mark 70 years of existence, we have every reason to celebrate all that our community of nations has achieved. In doing so, we should also look to the future and strive to transform the United Nations to ensure that it remains effective and relevant in a dynamic and globalized new world.

International terrorism refers to terrorism that goes beyond national boundaries in terms of the methods used, the people that are targeted or the places from which the terrorists operate.

Terrorist groups in Syria and Iraq, including Al Qaeda and the Islamic State of Iraq and the Levant (ISIL), possess both the intention and the capability to direct attacks against the West. The UK is a high-priority target for Islamist extremists and they pose a significant threat to our country and to our interests and citizens abroad. Despite the current main focus on terrorism originating from Syria and Iraq, the threat of terrorism also emanates from other parts of the Middle East and regions such as North, East and West Africa, South and South East Asia.

The majority of terrorist attack plots in this country have been planned by British residents. There are several thousand individuals in the UK who support violent extremism or are engaged in Islamist extremist activity. Some British nationals travel overseas to train with extremist groups and return to the UK with the view to plan attacks, but increasingly the terrorist threat from within the UK emanates from individuals radicalised by individuals and material online. Once radicalised, an individual might decide to conduct an attack in the name of Islam without any prior signs of radicalisation. Simple, self-organised attacks by UK-based Islamist extremists have increased and are inherently harder to detect than more complex and ambitious plots.

The 2022 Global Terrorism Index (GTI) reveals that despite an increase in attacks, the impact of terrorism continues to decline. In 2021, deaths from terrorism fell by 1.2% to 7,142, while attacks rose by 17%, highlighting that terrorism is becoming less lethal. Two thirds of countries recorded no attacks or deaths from terrorism – the best result since 2007 – while 86 countries recorded an improvement on their GTI score. The number of deaths has remained approximately the same for the last four years.

The Index highlights that terrorism remains a serious threat, with Sub-Saharan Africa accounting for 48% of total global deaths from terrorism. Four of the ten countries with the largest increases in deaths from terrorism were also in sub-Saharan Africa: Niger, Mali, the DRC and Burkina Faso.

3. Presentation: Once you are satisfied with your answers, you can write down the final version for submission, writing each answer neatly and underlining the points you wish to emphasize.
