Robbins, “Strategic human resource management creates a clear connection between the goals of the organisation and the activities of the people who work there. All employees should see the link between their daily tasks and achievement of a purpose or goal.”

Upon facing certain new and special situations, a company may demand the formulation of a strategic plan appropriate for ensuring desired contributions from employees. For example, a company may be in urgent need of computerising its various departments, which calls for immediate recruitment of persons conversant with handling of computers.

For this, the company may either hire competent hands from outside on lucrative terms, or may launch a crash training programme for the suitable existing employees. Similarly, a company may be in urgent need of improving both the quality and quantity of products or substantial reduction in production costs for surviving in competition and enhancing consumer satisfaction.

3. SHRM can be regarded as a general approach to the strategic management of human resources in accordance with the intentions of the organization on the future direction. It is concerned with long term people issues and macro concerns about structure, quality, culture, values, commitment and matching resources to future need. It has been defined as all the activities affecting the behaviour of individuals in their efforts to formulate and implement the strategic needs of business. – Schufer. R. S., 1992

4. SHRM also emphasizes the implementation of a set of policies and practices that will build employee pool of skills, knowledge and abilities that are relevant to organizational goals. – Jackson and Schuler, 1995

5. A larger variety and more complete set of solutions for solving organizational problems are provided and the likelihood that that business goals of the organization will be attained is increased. – Mectielin, 1996

Public Systems Management focuses on the functioning of institutional systems in which public policies are framed and executed. Over a period of time the public systems have undergone a change in all aspects of planning, financing, strategizing to improve public partnership for improved service delivery.

While traditional theory has typically defined the role of government as providing public goods and services newer approaches have been drawn up from institutional, economic and organizational analysis.

A system, according to Gore and Stubbe (1994), is a “combination of resources working together to convert inputs into outputs”. Every organisation comprises systems with certain goals to fulfil, converting inputs into provision of goods and services. For example, it can be personnel, finance, logistics, marketing systems and so on. Public systems management, broadly speaking, comprises several sub-systems operating in the public arena. Each of the sub-systems aims at achieving certain prescribed goals through utilisation of resources – human, financial and material. Public systems management operates within a broad framework of rules, regulations, catering to the needs of the public and making use of public finance. The public domain or system has certain distinct characteristics and functions to discharge and operates within a prescribed framework. Hence it cannot totally accept the private sector principles and styles of operation. As we have discussed, globalisation over the past twenty years, had a significant impact on public systems. The neo liberal views, public choice perspective have resulted in the roll back of the State from key areas, and led to quasi markets, separation of policy from execution, professional administration, etc. Public systems, still, function within the domain of State, law, and politics and pursue the public interest. Attempts to equate business and public administration, under the name of public management reform, signify conservative mistakes of not distinguishing the different logics that govern the private and public realms. Public management reforms draw inspiration from business management where decision-making autonomy is enjoyed by the managers of companies. Nevertheless, the difference between public administration and business administration, derived from the different nature of private and public organisations, needs to be made clear. There are two basic differences. First, the business organisation has definite owners and seeks profit, while the public organisation belongs to everyone and pursues the public interest. Second, the private company is governed or coordinated by the market, which falls within the scope of economic theory, while the State particularly the democratic State goes by the logic of democratic politics, which is analysed by political science and public law (Pereira, 2004, emphasis added).

Public Administration

Public Administration is a field of study that is concerned with the systematic application of public policies and programmes formulated by the state. It is both a discipline as well as an activity. While as a discipline, it covers all the subjects, i.e. budgeting, planning, organising, controlling, reporting, directing, staffing, etc. As an activity, it performs services like welfare services, social security services, management of government undertaking, regulation of private enterprises, and so on.

If these contacts are lost , administration becomes a failure because it fails to know the needs and necessities of the people whom it is required to serve. Development of continuous , cordial and harmonious relations with the people constitutes a meeting place for public and private administrations.

3. Hierarchical organisation:

Both public and private administrations have a hierarchical set up. Both have employees of different statuses and both have a clear demarcation of duties and work. In both , there are some individuals who are to formulate the policies of the organisation and there are others who are responsible for the implementation of these policies.

4.Scope for improvement:

Both public and private administrations feel that there is large scope for improvement in their areas of action. Both try to grow with time.

5.Similar working conditions:

Both public and private administrations realise that it is very essential to provide to their staff good working conditions and security of service. Both feel that unless their staff is provided with good working conditions , they will not be in a position to work with confidence.

 6. Similar set of rules: 

Both are supposed to work in accordance with some set of rules or standards. All the persons serving in public or private administration have to follow several definite rules , regulations and a defined routine.
